Article 1. Vision:

- Determine decisively: preserving national cultural identity is the duty of every Vietnamese person, so that we can successfully integrate into Japanese society without being dissolved.

- There is no national inferiority complex. We should remember that all peoples are equal. Seeing all ethnic groups as equal is a demonstration of modern, humane thinking.

- Be a cultural messenger. Not only is it our responsibility to preserve national identity, we also have the responsibility to promote Vietnamese culture to the Japanese people. To do this, we must understand our national culture. National culture here is shortened to history, customs and traditions.

- Closely connected with the Vietnamese community in other provinces and cities in Japan, through specific action programs to play a core role in the Vietnamese force in Japan, thereby contributing to establishing and truly contributing to building the homeland and the country of Vietnam.

Article 2. Mission:

Successfully integrated into Japanese society while still preserving Vietnamese cultural identity.
